About the opportunity

SWCA Environmental Consultants has an opportunity for a Natural Resources / NEPA Lead in our Portland, OR office.  The Natural Resources / NEPA Lead is responsible for providing leadership within the Portland Natural Resources and NEPA Program by managing staff, projects, and clients. The successful candidate will possess a proven track record of managing staff, developing new business, managing large-scale projects, meeting financial goals, and mentoring others to do the same. The Natural Resources Team Lead reports to the Portland Director and will work closely with the Director, project managers, and the Principal. 


The Portland office offers a unique work environment and specializes in natural and cultural resources management, environmental planning, permitting, and compliance.

What you will accomplish

Technical leadership:

  • Participate in and direct teams in the preparation and review of biological resources reports, biological assessments, wetland reports, and biological portions of NEPA and SEPA documents.
  • Prepare protocols and supervise surveys for sensitive habitats and species; including general surveys for report writing, focused or protocol-level surveys, and pre-construction surveys.
  • Prepare reports related to the National Environmental Policy act, Endangered Species Act, Clean Water Act, technical documents, proposals, and other written deliverables related to various permitting/planning and compliance projects as required.

Staff leadership:

  • Supervise, mentor, and provide project specific direction to project managers, technical staff, and field personnel.
  • Advise the Director on staff hires, advancement, and course correction as needed.
  • Facilitate communication between staff and the Director, other teams, and corporate departments.
  • Provide general support to the team relating to safety, equipment, subject matter resources, training opportunities, regulatory and research updates, etc.

Project leadership:

  • Manage the performance of individual projects and effectively coordinate with clients and agencies to produce technically excellent work that is on time and on budget.
  • Identify and mitigate project challenges to avoid overruns and ensure profitability.

Client management:

  • Manage client relationships and conduct business development with new and existing clients.
  • Identify and evaluate sales opportunities (prospects and proposals) and make recommendations to the Director, and lead proposal efforts.
  • Network within industry organizations to expand the regional client base in line with the region's strategic goals.

Experience and qualifications for success

  • A minimum of a Bachelor’s degree in Biology, Environmental Science, Fish and Wildlife Science, Ecology, or related field required
  • A minimum of five (5) years of progressively responsible experience in biological fieldwork, consulting, and project management, including developing and implementing budgets, schedules, and scopes of work from pre-field tasks to final report preparation.
  • A minimum of five (5) years of experience in project management related to environmental consulting services required
  • Previous experience with environmental surveys/regulations in the Pacific Northwest is required 
  • Demonstrated experience in supervising, mentoring, and providing leadership for other professionals
  • Demonstrated business development success and consulting acumen, including established credibility with federal and state reviewing agencies and clients, as well as success in proposal writing
  • Demonstrated ability to take initiative, resolve problems, and ensure that tasks are completed in the most effective manner
  • Flexibility and willingness to learn company procedures, and ability to try new, improved techniques.
