SWCA Environmental Consultants is seeking a Natural Resources Project Manager position with experience in natural resource management and biological studies in the San Francisco Bay Area and Northern California. We are seeking a candidate who is looking to develop a long-term consulting career that combines high-level technical expertise with consulting acumen and leadership capabilities. Responsibilities may include leading resource surveys and technical report preparation, biological resources impact analyses, natural resource planning, field staffing and logistical coordination, project management, supervising and mentoring natural resources staff, and business development.

Our Half Moon Bay office offers a unique work environment and specializes in natural resources, environmental planning and permitting. Our Half Moon Bay office works on diverse natural resources related projects across many business lines with a particular focus on electric and natural gas transmission, electric generation (solar), and state and local business lines. This position is a regular, full-time salaried position. Pay rate will be based on individual qualifications and experience.

What you will accomplish

  • Serve as project manager and/or technical lead on a variety of natural resource management planning projects
  • Lead biological technical assessments and survey efforts including preparing and providing peer review of technical reports and environmental permit applications such as biological resource assessments and constraints analyses, CWA Section 404/401 permit application packages, and Lake and Streambed Alteration Agreements)
  • Facilitate and lead meetings with clients, resource agencies, and other project stakeholders
  • Supervise, mentor, and provide project technical support to staff-level biologists and field personnel, including subconsultants
  • Communicate effectively with SWCA’s resource scientists and environmental planners, managers, and directors throughout the company for projects and business development efforts
  • Manage small and large projects, including maintaining budgets, schedules, and quality of service
  • Work with Corporate accounting department to review invoices, expenditures, and project audits for projects/tasks
  • Enforce SWCA’s safety procedures and standards of scientific and professional ethics

Experience and qualifications for success

  • Minimum of a Bachelor’s degree in biology, ecology, environmental science or a related field required; Master's degree preferred
  • At least five (5) years of progressively responsible experience in natural resource management consulting
  • Strong working knowledge of Northern California species and habitats
  • Exceptional technical writing skills with a record of completing technical reports and other deliverables on time and within budget
  • Extensive working knowledge of federal and state laws (e.g., CEQA, NEPA, ESA, CESA, ESA) governing natural resource management
  • Experience with environmental permitting (e.g., CWA Sec 404/401, ESA Section 7, CDFW LSAA and ITP)
  • Experience and ability to manage multiple complex projects and programs, in diverse settings and with changing requirements
  • Ability to take initiative, resolve problems, and ensure tasks are completed in the most effective manner
  • Effectively discuss technical concepts to non-specialist, clients, and the public
  • Able to work independently and collaborate with a variety of colleagues, clients, and agency representatives
  • Must possess a commitment to quality on projects of all sizes and scopes
  • Proven business development acumen and strong, existing client relationships
  • Desire to thrive in a fast-paced, highly collaborative team atmosphere
