We are actively seeking to fill an intermediate level Environmental Planner/Project Manager position to help grow and expand our CEQA/NEPA and planning/permitting services within Northern California. This position is a career growth opportunity to join SWCA’s expanding California planning practice, with increasing levels of responsibility. The role is a regular, full-time salaried position, reporting to SWCA’s Planning Team Lead in the Half Moon Bay office, but can be located anywhere in Northern California. The qualified Environmental Planner/Project Manager would support a wide variety of energy, land development, and infrastructure projects throughout the Bay Area and Northern California. 

What you will accomplish

  • Manage small to medium land development, energy, and infrastructure projects and contribute to more complex projects under a senior project manager or team lead.
  • Conduct background research and data collection on land use and environmental topics for CEQA, NEPA, and applicant-prepared documents and manage preparation of technical studies.
  • Prepare understandable summaries of technical environmental background studies prepared by technical experts, such as transportation and circulation, geology and soils, air quality, and/or noise.
  • Conduct site visits, including prepare land use surveys for projects located in varying environments, from urban to remote locations.
  • Prepare generalist sections of CEQA and NEPA documents such as analyzing impacts on land use, public services, and population and housing.
  • Work closely with senior project managers and team leads to produce CEQA and NEPA documents, compile and organize administrative records, and project files.
  • Conduct constraints analyses and routing/siting studies.
  • Prepare water and local permit applications, such as United States Army Corps of Engineers Section 404 Nationwide Permit Pre-Construction Notification, Regional Water Quality Control Board Section 401 Water Quality Certification, and Conditional Use Permit applications.
  • Provide land planning and construction compliance support.
  • Contribute to the development of scopes of work, schedules, and budgets and ensure that projects deliverables are technically sound and meet quality, schedule, and budget expectations.
  • Contribute to business development efforts in the Northern California, including client outreach, opportunity tracking, attendance at pre-bid meetings, preparation of proposals, and conducting interviews and presentations.
  • Take initiative to resolve problems and identify improved procedures to assure client needs are met effectively.
  • You will be responsible for excellent organizational, oral, written, and analytical skills .
  • Applicant must be able to work in a team environment, with strong multi-tasking skills and able to work on more than one project at a time, meeting tight deadlines.
  • Demonstrated ability to perform under high-pressure with schedule constraints.
  • Ability to be flexible and willing to improve writing and analysis approaches.

Experience and qualifications for success

  • Bachelor’s degree in environmental planning, environmental management, environmental science, or a related field.
  • Minimum of 3 years of planning experience with an environmental consulting firm or public planning.
  • Working knowledge of CEQA, NEPA, and other environmental laws and regulations.
  • Experience with Microsoft Office suite (Word, Excel, Outlook).

Preferred Qualifications: 

  • Master’s degree in a related field. 
  • Knowledge of GIS programs desirable.
  • Prior experience with stormwater projects. 
  • 5 years of experience with a public planning agency, an environmental consulting firm, or comparable experience.
